Version and install check

The version follows the SQL signatures of the read and write functions. A change that alters what a call returns bumps it.

`GET /v1/check_install`

Runs the installation checks and returns each one.

True when every check passes.

Each with check_name, ok, detail. Checks include: PostgreSQL 17 or newer, overlap exclusion on nodes and edges, btree_gist and pgvector present, row-level security forced, roles present, functions owned by the schema owner, no direct table access, append-only enforced, server-stamped captured_at, no default for as_of on any read function, no PUBLIC execute except check_install and version.
